AI-based E-governance- Part II

As mentioned in the last article, Artificial Intelligence (AI) based E-governance is proposed for

  1. for transparency in government,
  2. for accountability in government,
  3. for efficiency in government,
  4. for better relations with citizens,
  5. Hearing the voice of people,
  6. And more,

So what kind of AI?

There are various kinds of problem solving in AI, many of the appraoch can be used in AI based E-governance. For example, deep learning based GPT to hear people voices and to come to conclusion. Another example, AI based governance use NLP, Logic, Deep Learning, GPT, to understand international relationships ?

Would AI run the government on its own?

No AI is not mature enough right now and wont be mature enough till long, to run government on its own. May be AI can never run the government on its own and would always need leaders to guide its action. Something like guided softwares. The final decision must be of a leader not of a machine. AI is here to facilitate the processes.

AI is here to give reasons to people with proofs of why a thing didn’t worked. Mainly AI is here to give explainations.

AI is here to hear the voices of the majority and minority and submit the most frequent voices to government systems.

AI is to un-complicate the systems.

What benifit of running AI?

Well AI can be used for various things- the most important things if efficiently helping government with solution that can help people.

With the help of AI citizens can be provided with reasons even for a change in power of someone in government.

Yes, AI governance would be taught governance along with officials, so that it helps in both ways, AI helps in giving people reasons and at the same time AI helps the government do work efficiently.

AI in which department?

In all departments it can be used. Mainly in non sensitive departments. In sensitive departments, the work of AI would be limited to internal use, while in other departments the use can have public view.

How to inculcate AI in systems?

To inculcate AI in systems is a systematic gradual acceptance. The best way to do so is to keep things going, while AI based systems are being made. Slowly and steady through new government employees, develop tools to measure efficieny, to gather information, to connect points, to create summary, to make AI based systems, to produce outputs of processing systems, to show them to leaders, talk, go back, feed data again in systems, show it to two or more leaders, and so on working under leader, to show to people you are doing the best, and if something better is there, better things can be inculcated. Its not about a particular employee productivity, its about the efficiency of say a department of Health.

Would it cost loss of job in government sector?

It’s about labour laws and about transparency, that people say taxes are more, so giving transparency in this, then about efficiency, people say its not efficient, say the political approach, accountability, the reasons government itself asks accountability from its own members, these are few to mention. So all this does not say job loss, indeed some government employee would be employed to deal with AI based transparency, some government would be hired to answer questions of citizens to know why a policy failed while it exceeded well in neighbour country.

Would it help us?

Yes, we all want to know how things are happening in government, till economics data come, we want to know how other systems are going, in low workdays people can train with newly hired AI staff members, some can upgrade to these skills. It is needed to explain and at the end of the day, it would give us peace of mind, that your money and efforts were at right hands, that the government is good. And if the goverenment is not good, the proposed World Artificial Intelligence bureau would warn that there is some problem with xyz country, to warn them, if they donot comply. In that case help can be taken form World AI operations, or there are other measures to be followed. So, this also meant that we need to con-join with global AI departments apart from other local departments, with help of logic, GPT and more.

What would be the cost of inculcating AI in systems?

Cost would be there, its not free, so how to pay for all the costly consulting with AI engineers, well one way is upskilling current employees when time is available for that. Hiring new employees would be an added cost when everyone is saying for financial costs. So how upskilling with online courses, a lot of free courses are available online.
